Letter to Cumberland County Sheriff regarding the Refrigerator

Where is the Refrigerator?
Chronology
1. May 25th
Search Warrant (Written by Detective Nan Trogdon. Approved by Judge
Ammons.)
a. Kent Jacobs was last seen by Carl McCrimmon on Sunday afternoon March 10th
,
2002 as he was going onto property owned by Clifton Jones, off Hulon Street, in
Hope Mills, NC.
b. That on March 12
th
, 2002, several days after Kent Jacobs was reported missing,
Keith Jacobs went by the home of Clifton Jones looking for Kent Jacobs and
saw Clifton Jones and an unknown female removing carpet from the mobile
home. While at the residence, Keith Jacobs saw Clifton Jones and the unknown
female cleaning floor tiles. There was also a strong odor of bleach.
c. Subsequently, Clifton Jones admitted to Hank Harris that Kent Jacobs was in a
refrigerator buried on his property.
d. That is was well known that Clifton Jones owned a back hoe and would bury
items on his property using his backhoe.
e. Sgt. Trogdon contacted Hank Harris and Harris confirmed Clifton Jones told him
Kent Jacobs was buried on his property.
2. May 28

, 2010 Library Meeting
a. On Thursday, May 28
th
,2010, Det. Trogdon and I met at the Cumberland County
Library and her first words to me after ‘Hello’ were: ‘There is no way Kent
Jacobs is not on that property.’
b. (This next part I am going on memory) Det. Trogdon told me that the dig was
cut short due to environmental hazards of the property and that there was a
danger of hazardous waste seeping into the water table due to decades of
burying trash on the property).
3. June 2
nd
, 2010 emails between Detective Trogdon and Dennis Mahon:
a. (Trogdon to Mahon) “So for now, let's wait on the EPA and see where their investigation
will go, and use it to our advantage.”
b. (Mahon to Trogdon) “The only problem I fear is the drip, drip, drip of time. Something tells
me that we will be looking at 2011 or 2012 before the first shovel breaks the first ground
on the property. Is my thinking on that correct?
c. (Trogdon to Mahon) No the timeline is much sooner than that. I was hoping within this
month. Our nusiance and abatement deputy, David Dowless, has been in contact with


  • them, and they are going to send a team to look at the property sometime early next
    week.
    d. In a phone call – I asked Det. Trogdon what percentage of the search in her opinion was
    completed? Answer: About 60%.
    4. February 2
    nd
    , 2011
    a. Seven months have now passed since the ‘one month timeline’ had elapsed. Just in the
    spirit of trying to get some movement in Kent’s case I reached out to the North Carolina
    Department of Natural Resources. The two ‘key players are Dennis Shackleford, here in
    Fayetteville and Linda Culpepper (linda.culpepper@ncdenr.gov) out of Raleigh.
    b. I got a call today from Dennis Shackleford (dennis.shackelford@ncdenr.gov)
    919-208-0795. Linda Culpepper from the EPA in Raleigh forwarded my email to
    him (he is at 225 Greene Street) in Fayetteville and Mr. Shackelford called me
    around 4:00pm this afternoon. He says there has been no communication (as far as
    he can tell) between the EPA and anybody in the Cumberland County Sheriff's
    office regarding Kent Jacobs.
    c. Mr. Shackelford also said that the EPA would have no problem whatsoever with
    Law Enforcement digging at the Hulon Street property.
    d. “We would not interfere with a police investigation”, he said. “They are welcome
    to dig all day long”.
    e. He even offered to have a specialist meet with Law Enforcement at the site to
    answer any concerns they may have.
    5. December 8
    th
    , 2011
    a. Dennis met with Det. Trogdon at her office. At this meeting Det. Trogdon
    informed Dennis that the reason we could not get back on the property was
    because a ‘second warrant’ would be required and that a new ‘second warrant’
    would have to stand on its own merit. Any information included in the ‘first
    warrant’ could not be used in any subsequent warrant(s).tye
    b. I was told that if the EPA did find cause to gain access to the property, they could
    request police protection and Det. Trogdon could provide that protection.
    c. That way she could get back on the property and monitor things first hand.
    6. September 15
